Any project can be estimated accurately (once it's completed).

This is one of those funny quotes we read all the time. It may seem funny at first glance but the fact is that it is not true. Being able to do an estimate, or in the case of a completed project a final accounting can only be done when all records are complete. The case being that not all, dare I say quite a lot of projects don't have compete records.
